Well, I did some driving around and it appears that the whole southside coast except for TCC is private property.  I am about 95% sure it is legal to launch from TCC just to the left of the remains of the fishing pier.  That is on the Nansemond River side of the property (NW).  I talked to a shore fisherman there today and he said guys park and fish right there all night so I can't see any reason why yakkers couldn't do the same.  There is still a sign up that says "Use fishing pier at your own risk".  I guess that was there when the pier was.  Hurricane Isabel took out the pier.  If you do launch there, be aware that the launch site is scattered with heavy debris.  The slope is easy enough that you can launch but there are rocks and piles of brick and other debris.  I wouldn't wade around any more than you have to.

If you go, turn right, go around the old TCC pier and fish the larger cluster of pilings that used to be the pier for the ammo dump that was there a long time ago or paddle over to the MMBT where you can find striper from the base of the bridge all the way out to the island.

Tom, is that "wheelable"?  With a barge and supplies, wondering how many trips to car to load to the water.  I also drove all access points I could find for the other side, closer to MMBT, but couldn't find any thing.  I've seen folks wade fishing there so it makes me think there's still an access somewhere.  There is a "park" showing on the maps. But it's not a park as we know it.  I saw a sign that says you have to contact someone to gain access... Santuary as much as park I guess at this point. But it's property line does go to the water's edge. Includes a lake too. Pond.

You can get your vehicle up pretty close to unload stuff.  The tricky part is getting it in the water without scratching your boat all to heck.Of course, short of putting a hole in it, I don't really care about scratches.  I'd say it would be tricky without 2 people.  If I do it, I don't plan to be alone

That makes sense and it's what I saw there too.  Was wondering if you found a cleaner place to put in.

I put in next to the fishing pier on occasion - that is the best place on that side of the tube. The old pier has a big dropoff on the front side that produces stripers if you don't want to paddle the extra 20-30 to the small boat channel of the M&M. I do it alone and low tide seems to be best to reduce the rocks under you. No issues at all legally speaking or with theft.

With 2 people you could possibly put in behind the main class building, there is a small parking lot on the water near a place where the old bulkhead is broken down. Rocks are still a pain but it would save 15 minutes paddle easy.

When i'm in town i'm always game to fish there because it's close to home.
