Subject: Your fishing license --a proposal to review some policies
There is a group of concerned recreational fishermen who are seeking support for changes at the Recreational Fishing ADvisory Board (RFAB)
There are a number of suggestions to re-engineer the process and goals of RFAB.
Recreational anglers would like to take back control of the license fund , which is expected to increase dramatically over the next few years.
1.Re-define and liberalize the amounts required by communities for "access' projects, when a city or county just does not have the funds.
2. Consider allowing land purchase by RFAB for potential projects, or for expanded parking at access points.
3. Re-visit percentages allowed for certain projects--types of projects...could money be used to purchase commercial shares , retire those shares , so that a larger quota would be allowed for recreational anglers?
4. Re-evaluate eduaactional pr0ojegts and seek improvement and broader , expanded educational programs for local governments, educators, and potential researchers.
5. Consider circumstances where RFAB grants coul supplant general funds. Could a better reef program become a reality with and additional employee or two?
6. Ensure that Board compositioon reflects all geographic and fishing areas--Board terms should be staggered for continuity.
7. Move forward with a process to educate the recreational public to the RFAB , the fund and how it can be accessed.
8. Consider hiring summer interns to monitor funded equpment , and undertake some basic , in-house , research.
10. Any other suggestions that may come from anglers and clubs interested in participating in this process.
